Short Description

 As the Director, Engineering, you will function as the Chief Engineer and provide strategic engineering leadership to the company.  You will manage the Construction Engineering and Engineering Support and Research units, including asset management and corporate engineering support services.  You will provide senior expert engineering expertise to clients and staff, coordinate project management responsibilities and lead the research, evaluation, testing and implementation methods to improve the efficiency of existing corporate processes.


Job Duties

 Oversee the management of the unit’s engineering and project management responsibilities for clients.  Develop and monitor performance standards, procedures and protocols.  Control project costs and expenditures.

Coach and provide leadership and guidance to direct reports including performance, training & development, discipline, harmonious relationships, managing work assignments, position interviews and operating budgets.

Act as the corporation’s engineering representative at inter-agency and public meetings.  Act as Engineering’s representative at Executive and senior management meetings and provide engineering expertise and input on strategic business decisions.  Lead the Engineering Division to ensure corporate strategic business goals and initiatives are met.

Monitor and manage the capital budget including design, construction and maintenance activities, budget estimates, procurement and approval of engineering plans and reports.

Manage engineering support to Customer Growth and Engagement to support SaskWater’s commitment to its strategic priorities.  Act as Engineering’s representative on the Initial Assessment Team that provides input for business development opportunities.  Participate in the decision-making process for each opportunity that ensures: balanced investment, project risk mitigation, resource allocation, alignment with business goals and financial benefit.

Oversee, in conjunction with Operations, the research, development, implementation and maintenance of a corporate asset management system for water supply, water treatment and wastewater treatment systems.

Provide leadership in the research, evaluation, testing and implementation of methods to improve the efficiency of existing corporate processes including new and innovating technologies.

Oversee the maintenance and administration of corporate standards, documents and procedures for the procurement of goods and services related to the investigation, design, construction and maintenance of works and capital projects and approves any modifications to these standards, documents and procedures.


To qualify, you will have a degree in Civil Engineering or similar discipline, Professional Engineer status (P.Eng.) and Permission to Consult.  In addition, the job requires 10 to 12 years of progressively more responsible experience in the following areas:

  • Design and Cost Estimating
  • Construction Supervision
  • Tendering, Request for Proposals, Agreement and Contract Administration
  • Preparation and revision of specifications, special provisions and terms of reference
  • Project Management
  • Budget Preparation and Management
  • People Management

You have strong interpersonal skills with the ability to work collaboratively with others and have the ability to facilitate, coach, mentor and lead individuals and groups.

Special Requirements:  The position requires the incumbent to undergo a Criminal Record Check and Fit for Duty test.

A valid Saskatchewan driver’s license is required.
